Error message when chapter text is too long unhelpfully suggests making a multi-chaptered work

      the footer, for example v0.8.13.8.)

      What steps will reproduce the problem?
      1. Choose "Add Chapter" on an existing work
      2. Enter more than 500,000 characters (giver or take some HTML tags) in the Chapter

      What is the expected output? What do you see instead?

      Expect to encounter an entirely relevant error message. Instead see "We salute your
      ambition! But sadly the content must be less than 500000 characters long. (Maybe
      you want to create a multi-chapered work?)"

      Please use labels and text to provide additional information.

      The error message makes sense when it appears when creating the first chapter of a
      work, but not for subsequent chapters, since you're already creating a multi-chaptered
      work and do not need the suggestion.

      If the error has to be the same in both places, perhaps something like:

      "We salute your ambition! Sadly, the content of each chapter of a work must be less
      than 500000 characters."
