      What steps will reproduce the problem?
      1. Log in as an admin
      2. Go to Settings

      What is the expected output? What do you see instead?
      "Last updated on 2014-12-30 01:21:21 -0500 by [admin-name]" should refer to the time
      the settings were last updated. Instead, the date, time, and time zone change whenever
      you refresh the page, often giving you a date and time that are in the past (the example
      here was copied on 30 December at a time between 06:10 and 06:25, UTC -0500). It also
      appears that it always tells you, the admin currently accessing the settings page,
      that you were the last person to update it.
