As a user request a number of invitations ( My dashboard, invitations , request invitations
, ask for 10 and ask nicely ).
As an admin decline the request ( invitations set the number of invites given to 0,
then update ), then repeat and set the request to 0
As the user examine the email and check html and text versions.

Logged in as an admin and enabled "Users can request invitations"
Logged in as testy and requested 3
As admin, went to the manage invitation requests page and set testy's quantity to 0, updated, and the request had disappeared when the page reloaded
I don't get an email because these emails aren't sent for individual users. (See AO3-5247.)
When I tried submitting a request and declining again with the Decline All option, I did get an email. The HTML version looked good:
The plain text could use some spacing between paragraphs but was otherwise okay (and, judging from the code, the lack of spacing is consistent with how it previously appeared):
I did the decline all button, since only my invitations were up, all and got the same emails that Sarken spoke about.
Doing the set to 0 and update option now.

oops sorry I made a mistake as the admin rejecting - hit the button instead of 0

That's fine! Hitting the button is the only way to get an email -- no email goes out when you enter 0
