Abuse report and support ticket language fields get reset to English if the form errors

Steps to reproduce

Abuse

  1. Follow the "Report Abuse" link in the footer

  2. Select a language other than English

  3. Fill in required information, but in the URL field, enter a URL that will make the form error (e.g. enter http://test.ao3.org)

  4. Submit

Support

  1. Disabled JavaScript in your browser

  2. Follow the "Technical Support & Feedback" link in the footer

  3. Select a language other than English

  4. Leave at least one required field blank

  5. Submit

What happens

I am redirected to the form with an error at the top of the page. The form is filled in with the information I provided and the errors highlighted, but the language field has been set to English

What should happen instead

The language field should still contain the language I set it to
