Remove code for notifying Translation that an FAQ has been posted or changed

Description

  1. Log in as admin

  2. Admin Posts > Archive FAQ

  3. Choose either "New FAQ Category" or "Edit" on an existing category

There is a checkbox for "Notify Translation Committee of changes you made in this FAQ category?" but Docs and Translation would like it removed – it doesn't provide enough information about what has changed, and they're happier to communicate via other means.

To test, make sure the option is gone from the forms, and then post an FAQ and ask someone from Translation if they were notified. (They should not be.)
