A "Disable Support form" checkbox should be added to the second fieldset on the admin settings page for the times that we see the Archive start chunking, and yet tickets keep coming in asking about the downtime.
Minimally, this option would vanish the form fields at https://github.com/otwcode/otwarchive/blob/abab68178842662391095acdc206f1b114ab5649/app/views/feedbacks/new.html.erb#L23 and replace with a static "We are experiencing downtime. Please check <a href="https://twitter.com/AO3_Status">@AO3_Status</a> on Twitter for updates (and rest assured there's no need to let our Support team know). Many apologies in the meantime!"
Ideally, this option would allow us to replace the Support form with customizable text, akin to the top-of-page banner. If this path is chosen, the "Disable Support form" checkbox and the text field should be placed in a separate fieldset on the settings page.
The message should be in a p (for the text in this issue) or div (for the customizable text, which could potentially include block HTML elements that cannot be nested inside a p tag) with the classes "caution notice". It should be outside the userstuff div.
