i18n deleted work notification attachment
Description
Make everything else in user_mailer translatable. Includes making sure that attachments (e.g. having deleted a work) with a copy of the work have title/tags/summary translatable.

Hi! I noticed the following issues have all been claimed but with a status of To Do for a couple years now, so I just wanted to make sure that you’re still working on them:
No rush on pull requests if you are, of course!
Still intending to work on them someday, though probably won’t have time soon. Very happy for someone else to jump ahead and finish them off in the meantime, as there’s plenty more i18n work to be done.
