Warning section of blurb icon block uses wrong phrasing when creator has chosen not to use Archive warnings

Steps to reproduce:

  1. Log in

  2. Post > New Work

  3. Select the "Choose Not To Use Archive Warnings" warning

  4. Fill in other required information

  5. Post Without Preview

  6. Look at the source for the work blurb

What happens:

The title attribute on the first span and the text in the second span should say "Creator Chose Not To Use Archive Warnings" instead.
