Ampersands display as & in external work bookmarks

Steps to reproduce

1. Log in
2. Hi, username! > My Bookmarks > Bookmark External Work
3. Fill in a URL and a creator
4. Fill in Title with something using an ampersand, e.g. Alec & Ellie
5. Fill in Fandoms
6. Press "Create"

What happens

The title displays as Alec & Ellie

What should happen

The title should be displayed as Alec & Ellie

https://test.archiveofourown.org/external_works/4 displays a proper ampersand, so this looks good!

Note: The link for that work actually points to my Dreamwidth rather than the video because attempting to bookmark a YouTube link or even https://google.com gave me this error:

Sorry! We couldn't save this bookmark because:
Url could not be reached. If the URL is correct and the site is currently down, please try again later.

However, bookmarking YouTube and Google did work on dev, and there’s not really any way this change would’ve caused this issue. (Yes, the link is http rather than https if you follow it, but that seems typical: I entered the link as https and it was converted to http, which is what it tried to do with both the YouTube and Google URLs.)

It shows "Alec & Ellie" now, no HTML named entity appears.
