Steps to reproduce

1. Log in

2. Hi, username! > My Dashboard > Skins > Create Site Skin (or a work skin, but the site skin option is right there, so let’s go with that)

3. Enter a title

4. Enter some CSS that uses the quotes property, e.g. q { quotes: '\00AB' '\00BB' }

5. Press Submit

What happens

You get the following error:

Sorry! We couldn't save this skin because:

• The quotes property in q cannot have the value '\00AB' '\00BB', sorry!

• There don't seem to be any rules for q

What should happen

You should be able to use the property as god and the W3C intended.
