Allow figure and figcaption HTML tags

Description

We should allow the <figure> and <figcaption> HTML tags. This will be especially useful for news posts that present charts.

  • <figure> should be able to contain any HTML we allow, including tags for embedded audio and video.

    • Closing </figure> tags are required and should be inserted... however we handle closing tags for things like <blockquote>.

    • It does not need to be automatically wrapped inside a <p> tag – it can stand on its own like a <blockquote> – although it’s fine if a user wants to include it inside one.

    • You should be able to use the class, dir, or title attributes on a <figcaption> tag.

  • <figcaption> should be stripped unless it appears inside a <figure> tag, but you can have a <figure> tag without <figcaption>

    • Closing </figcaption> tags are required and should be inserted before the closing </figure> tag if left out.

    • You should be able to use the class, dir, or title attributes on a <figcaption> tag
