In light of a study about how harassment silences users, we'd like to add a sentence to the banner to make sure new users know they don't need to put up with harassment and can report it: "If you experience harassment, you can <a href="/abuse_reports/new">contact our Policy & Abuse team</a>."
New text for the banner, including a capitalization fix (“archive” to “Archive”) in the first paragraph:
Hi! It looks like you've just logged into the Archive for the first time. <a href="/first_login_help">Learn some tips and tricks</a> or dismiss this message permanently.
For more guidance on using the site, <a href="/faq">check out our FAQ</a>! If you need technical support, you can <a href="/support">contact us through our Support and Feedback form</a>. If you experience harassment or have specific questions about the <a href="/tos">Terms of Service</a>, you can <a href="/abuse_reports/new">contact our Policy & Abuse team</a>.
So before I open a PR, I’m technically already at 5, unless we don’t count the “Ready to Merge” ones?
Also, I went a little further and set up the translation keys for everything in the banner:

The i18n commits are great, thank you! We’re always happy when folks i18n the text in the files they touch.
We do count the ready to merge PRs toward folks' totals, since unfortunately, they’re just as likely to develop merge conflicts as non-ready to merge stuff.
