Set default available language for Support and Abuse forms in development environment

Description

When starting a new dev environment, the support form and abuse form are not usable, due to language being required and no languages being available in the drop-down.

Reproduce:

  1. Run reset_database.sh

  2. Try to submit a support request

  3. Try to submit an abuse report

  4. Note that neither of those is possible since the required language drop-down has no entries.

Proposed Solution:
Update fixtures such that at least English is enabled by default for both.

Workaround:
Either update the DB directly, or set the language values via Rails console.

Does it work if you start/restart the server after resetting the database? Because there is code to create a default language in the initializers.

I tried restarting as well, but no dice.

The defaulting doesn’t look like it sets the columns support_available or abuse_support_available to 1
