Edit Multiple Works shows buttons when no works

Steps to reproduce

1. Log into an account that has no works or drafts

2. Go to My Dashboard > Works (0) > Edit Works

What happens

You see 2 sets of buttons: “Edit”, “Orphan”, and “Delete” but no works. This has led at least one user to think they had mystery draft works that they could not delete.

What should happen

The form, including the “Edit”, “Orphan”, and “Delete” and “All” and “None” buttons, should be hidden. Instead, there should be a text that says You have no works or drafts to edit., similar to the stats page when the user has no posted works.
