Backup code generation script

Add a script in , which will create a set of backup codes for a given username and email it to the address associated with the admin account. Codes should not be visible to the person running the script.

We can base the email on , with text like the following.

A set of backup codes has been requested for your account. Please use one of the following to log in, and then remove them from your account.
